How support is organised in Monmouthshire

Support does not begin only when a formal plan is issued. If a learner in Monmouthshire is finding education hard to access, describe the barrier and ask what the setting can adapt within teaching, routines, communication or the environment.

Agree what will be tried and how progress will be judged. If the learner still needs provision that is additional to or different from what is generally available, ask how the setting will consider ALN and an individual development plan.

Monmouthshire County Council publishes a graduated response with four levels: universal provision, universal plus, targeted provision and specific provision. Its guidance distinguishes reasonable adjustments and targeted support from additional learning provision that requires an IDP. It also explains whether a school or the council is responsible in different circumstances.

Aneurin Bevan University Health Board supports the Gwent Neurodiversity website and regional routes to information and help. Health evidence may inform an education plan, but a medical need, diagnosis and ALN decision are not interchangeable. The setting still needs to identify and respond to the learning barrier.

Practical next steps

Ask which level of the graduated response the setting is using and what evidence would lead to a different decision. Keep a short record of each strategy, how consistently it was used and the change seen for the learner.

If an IDP is considered, ask who is responsible for the decision and plan in the learner's circumstances. Check that the plan links the identified need to specific additional learning provision. If a health referral is also active, record its purpose and current stage without allowing it to become a substitute for an education review.
